From the second lieutenant who was responsible for six years of securing official examination seats in civilian clothes, to the executive officer at PauP International Airport for 5 years; for the Armed Forces alone, this is a great story.

So a tenant in Pétion-Ville, in those 90s when everything breathed and sweated in dollars, I was in serious conflict with the owner of the place. His lawyers send me a piece of paper which, in the eyes of the law student that I was, is not a legal document, nor a police document. A nice, improperly worded pressure. After 30 minutes of reflection, this Friday afternoon, I decided to consult the municipal commissioner. The man already has a reputation and a dimension: in Mario Andrésol’s office in Place Saint Pierre, international officers respect standards and avoid being observed. The owner of the place, during the day and at night, is Mario Andrésol. After carefully reading my document, he smiles saying «they are not serious at all!»

The Police Nationale d’Haiti (PNH) was born under dramatic circumstances. Without the legendary tact of former captain Mario Andrésol F.A.d’H. , the police institution would already be a thing of the past. Director general criticizes certain complacent judges, he has always disapproved of the eminences of power which facilitate the release of bandits arrested by the PNH. We could stop there, if we want to minimize the actions of the officer who dared to point out certain realities to our carefree «state»: «a permanent takeover of certain neighborhoods by the state. The state needs to invest more in social issues in these areas. The so-called lawless neighborhoods operate in the following order: children grow up and adapt to a system already in place and they replace the bandits who are aging and dying.»
